One obvious point:

I have formed another thread called,
BEFORE YOU TAKE YOUR LAUGHTER MEDICINE. A committee of 7 has
been formed to review all jokes, which should be posted there first. Once it is
determined that they have never, in any form been posted on the original
LITBM..TUAJ thread they will be posted there.

Keep in mind that SI is not Usenet, and there is no way to create a moderated thread here. You can certainly attempt what you've proposed above, but then you'll always have newcomers and once-in-a-whilers who don't know the "rules" and simply post a joke for the hundredth time. Live with it. It's what the "Next" link is for.
