Internet packets are packets - they don't know if they are data, voice, or even video (they're all just ones and zeroes, really). So the tech is already there. Today the biggest bottlenecks are applications at either end, and bandwidth. That's why the ISDN is interesting, as are many new technologies in this area. But watch out! It's going to be a rough, and surprising ride.
