Shotgun subpoenas could aptly be compared with shotgun lawsuits, the ones which name John Does 1 through 1001, just in case, and just so nobody is left out.

Starr has a propensity for issuing subpoenas to anyone and everyone, regardless of the remoteness of their connection with the matters at hand or the probability their being in possession of anything of a material nature as relates to his investigation.

A case in point would be Starr issuing a subpoena to the man Monica Lewinsky pushed aside in her rush to embrace the President. What earthly reason could Starr have for issuing a subpoena to this heretofore anonymous person?
