I've asked the same question myself. My experience so far says that the 13's tend to pull back a bit after breaking above 13 week highs. For example I bought CAND, a 13 posted 2 weeks ago, right after I saw it's books, and it proceeded to fall more than a point right after I bought. The price I got was good but we have so much talent working on this thread and so many great stocks that getting better prices is just a matter of communication and paitence. Some bound up the next day but I think trying to focus on catching that kind of fish leaves all sense of risk behind into impulse and itchy fingers.
