There is probably some guidance from the framers of the Constitution in the Federalist papers and other contemporary writings of the framers as to what constitutes a "high crime and misdemeanor." I haven't ever researched the subject so I don't know what's been written. However, I would venture however that perjury, subornation of perjury, obstruction of justice, invasion of privacy (Filegate), misuse of public offices (Travelgate), tax evasion (Whitewater), lying to Congress, etc., etc., etc. and other crimes of which Clinton stands accused would all qualify if sufficient evidence exists.
