Isn't that kind of a simplistic answer? In the 30s there was a little number known as the Great Depression, in which there was real concern that 10% of the population (or more) would starve. There was real concern that revolution would occur. There was real concern that cities and other governmental units would declare bankruptcy (many did), that basic industries would collapse, that families would be sundered (many were) and that the fabric of society was unraveling.

It was AT LEAST as great a challenge to the existence of this country as was the Civil War, and it impacted far more people.
