I think the real point behind the strategy of indicting Monica is that she does not seem like a young woman who is willing to be toast, and that indicting her would effectively get Clinton. Ginzburg has said that she is not going to take the fall for him, although he used different words. Monic is no Susan McDougal, for sure!! It seems like maybe this is the only way to get the truth out of her, as to who gave her the talking points. This seems to be the area Starr believes she is fudging about, and my understanding is that this is why he didn't grant her immunity.
