Janice, as has been discussed here before, the talking points are set up in a lawyerly way, but seem to have been dumbed down deliberately. The best guess I have read about is that an attorney wrote them. They start out the way an attorney would ask opening questions of a witness, which would not immediately occur to a not very bright lay person, from the article I read.
