Obviously, exorbitant "sin" taxes have not curbed alcohol or tobacco use.

What many people may not realize is that a great number of people become addicted to drugs by way of prescribed or legal narcotics. There will always be new addicts from that group. Often, they turn to street or illegal sources when their legal sources dry up.

I do not believe that there are vast crowds of potential drug abusers out there waiting for drugs to be decriminalized so that they can use drugs. Clearly, fear of the law has never prevented illegal drug use. It helps also to think of this in terms of the Prohibition Era. There really is no difference.
