I'm sure the economy has something to do with the recruiting shortfall. I also suspect that the Navy has a more difficult time because of the perception that sailors are out to sea and away from family, etc for extended periods of time.

Its also probably less "sexy" to the target recruits to be a swabee as opposed to a flyboy or a Marine. JLA
