Its not going to be an ipo, rather the ADRs will be traded on the NYSE instead of the pink slips and the ratio will change. Yes, if you buy today as I did, 250 shares of SAPHY @ $231.5, You will have 4x as many ADRs on 8/3/98 at 1/4 of the price.

The value as I see it is that it will be much easier to buy and trade and a lot more affordable so as to make it more assessable(sp) to the public.
