Call the US Dept of Commerce and find out ... it applies to any country that wants to enter into an economic agreement for import/export. And, it can be selective and be used as a model rule in particular situations. It is a set of guidelines for dealing with reciprocal trade. While it is true that we only heard about it being applied between the US , Canada, and Mexico, if you check your history books, you will find that it is not a totally open border even there. As example, in the case of Canada, it applies to only a relatively small classification of articles, not the all inclusive hype that was spouted at the onset. To answer your question, yes and no ... its usage reaches far beyond the three original signatories.
