Did you catch this? What DOES it mean?
----------------
On June 30 the company offered 20,000 shares of stock, which closed at 32 cents a share after opening at 25 cents. No shares have
changed hands since.

Pacel hopes to use the recent stock offering, along with a sale of shares to private investors in March, to fund both its growth and a
traditional initial stock offering by March 1999.

This approach to going public is an unusual one of which even Calkins's own advisers are wary. Usually, companies wait until they
have enough revenue to fund a stock offering outright.
