Is it a good time to buy TBR right now. If not, when?

KEP seems to be set in a nice trading range between 7 and 9. Get in at 7 1/2 and out at 8 3/4 and make a few bucks, almost guaranteed, unless it breaks to the downside like it did earlier this year when it was trading between 9 and 12. This company produces more than 90% of the power for South Korea so it is probably not going to go out of business any time soon.

PAP recently went from 9 to 15 then back to 5. It had never gone never below 8 before until a few weeks ago when it broke all support levels. I bought some at 6 3/4 but it proceeded to drop to 5. Now it is slowly but surely climbing out of the gutter. This is the leading producer of paper products in Southeast Asia and it actually benefits from currency devaluations since raw materials become cheaper. By the way, if anyone can tell me which Asian stock exchange to follow when rooting for PAP I would sure appreciate it.
