As I understand it the quiet period is an SEC requirement during review of the company's application to be granted fully reporting status. Basically the company can not give forward looking statements during the quiet period. They can answer questions though. I gleaned this from my investment in COII. I think their web site has a FAQ section that addresses this question.

Lets hope the company releases several positive PR's to raise the share price prior to going into the quiet period.
