That is essentially correct and explains why Japan will not climb out of the depression for at least another 10 years no matter what the U.S. makes them do. But Japan is facing more problems than that. Japanese are the world's biggest savers and the banks have destroyed the aging population's life savings. Quite literally there are people in Japan who are keeping their money under their mattress because they can't trust the banks. If that money had not been lost and the people felt secure, you would still not see any growth in Japan, but you would not see a recession / depression either.
