Dave, in my book, that reasoning is sound. Under the given circumstances, the Fed's moves seem more to adapt to and cushion the economy from external shocks and adjustments. It would appear that given this line of reasoning, they would tend to "chase the market" somewhat, and to follow its moves with corresponding interest rate moves. Their role is, after all, to stabilize the economy.
