First I was unaware that Level II could tell you exactly who the buyer or seller happens to be, an individual or otherwise. That sale was only about $24,000. Institutions hardly play at this level so I would say it could be anyone. Your suggestion that the stock is dropping as part of a short covering stretches the fabric of logic. In fact were it easy to short stocks like PRWT, it suggests quite the opposite.
