Slightly descending, yes. The phenomenon is that prices are attracted to the center line, then repelled by that same line once prices touch it. This already happened and now prices should move to the upper parallel line, a line drawn from the July high and parallel to that center line.

There tends to be violent price movements near those lines. Don't look at those lines as if they were trend lines, they're not. There's lots to cover on it, but let me know if you have this much.
