Hi Jack, It really doesn't do anything to the cash reserve. It advances the Portfolio Control value slightly instead of selling. This is done when the Cash Reserve is already fully funded. Full definition is at:

By raising the PC value, it inhibits the selling of shares and raises the next price at which one buys back shares. It moves the whole Buy/Sell bracket up a notch.
