MrK, interesting ideas for SS. Problems I see for any part of SS funds in stock market is the effect when large numbers of baby boomers are retiring and selling equities. Part of what's propping this market up to unrealistically high PE's is the huge inflow of 401k funds now.
Other problem is that individual mutual funds will be bribing (American term = campaign contributions, politicians to have their funds included which will mean higher annual fees.
If a minimum payment is guaranteed by US government then the money will be invested in more dangerous, risky and/or leveraged investments.
