To answer the 96 to 97 decline question, in 1997 CRI was turning down business so the entire company could focus on videoconferencing (remember CRI is their systems integration arm). However, when the company took note, as did the rest of the industry, that videoconferencing would need more time to catch on, CRI geared back up and did a ton of work in 1998 and has many projects scheduled into 1999. However, this time around the company was also able to marshall its resources to come out with a new generation of videoconferencing products and, most importantly, a new operating system that clearly blows away the competition. There is the potential for it to become the state of the industry (albeit, that is my optimistic assessment) and we know where that took Microsoft. And, do note, at the moment, VTPI is the only company that meets the government's newly revised videoconferencing standards. 1999 could be the beginning of a new dawn for this company.
