He's may be partially right. Is he saying the compression algorithm can only handle 30mS frames, and takes close to 30mS for the algorithm to compress that 30mS of data.
Here's a list of algorithms, some H.323 some not. Not one takes 30mS to compress a 30mS frame.

If you want to go prorietary you can find algorithms that only need to collect 5ms of data before handing off for compression. Don't tell me these 10mS are too short because you can just stick 3 10mS frames together to get a 30mS frame. 30/30 is poor by anybody's standards and is useless for real VoIP anyway.

Either way RACE still don't have a VoIP that is interopable with other H.323 products. As they are using a proprietary compression algorithm over the point to point connection - I am doubtful they ever will. If they do they are keeping mighty quiet about it. And no signaling thus I am guessing they can only connect to a PSTN via a PBX. Why would an ISP buy this equipment?
It looks like it took RACE 2 years of developement and another 2 years of the product on the market for it to do what it was supposed to do.
