You sure don't understand, do you? That is what's usually called a "pair gain" device. They've been in use for years by the RBOCs to turn one pair into two in densely populated areas provided the run isn't very long.

Basically they mount one box of the system on the nearest telephone pole or junction post and the other box on the side of the house or apartment building. They operate using a radio carrier (much like xDSL) to superimpose two lines over the single pair of copper which is then separated back into two regular phone lines at the residence.

Most people don't even know that they're there or that their phone is running through one until they try to run a modem over the line - you see, these things will only allow 28.8K max and that's under ideal conditions.
