I could file my 144's tomorrow. Filing is not placing an order to sell the shares. Restricted shares are shares bought directly from the company at a discount. The SEC allows this as long as you hold on to them for a period of time, usually 12 months. The filing and the notice is required by the SEC so the public knows if insiders are buying selling or converting.
