If Worldcom was to build their own cell network, you'd have to call Worldcom a "money losing dog", too. The bottom line is they either do nothing or buy into an existing network, integrate it quickly (which they are better at than just about any company, market the h___ out of it (which they're as good as as any company) and watch the market cap go back up so they can go after something else, such as cable services; Worldcom is not known for stagnating, but their next steps might just not be as acretitive as you're used to, in the short-term.

I also disagree that Worldcom would ever go after a Bell to get to their wireless - that contradicts the way Worldcom was formed in the first place!
