The Small appears to move before the Large because of Electronic fills. It just gets reported faster, it's not really moving faster. Many spoo traders watch the mini (myself included) because of this. There are certain times one should NOT watch it. But most of the day, most days it is an early indicator primarily because of the speed of reporting. As for the players, I don't know. Of course, the real money is trading the Large. If the Large moves the mini comes along for the ride, the Large does not track the mini. If by "action", Michael, you mean Volume most systems don't show Large Volume as it gets reported in Ticks if I recall correctly. That is, if a hundred contracts went by then 5 contracts right after you would only have two ticks.
