SASI is a market maker. They buy and sell for their clients and their own accounts. If a client says buy at .XXX or sell at .XXX then they reflect their clients orders. If they have one big buyer at .051 and they are the high bidder but they also have another client who wants to sell at .052 then they could be on the bid and the ask at the same time.
