You misunderstand my reference I believe. Ken Christian is President of Firststates Financial Services. They have a joint venture to apply for a bank license with PABN. He is slated to become CFO of PABN and so is acting CFO according to the web site. I believe that his relationship with PABN must be as a consultant. As to Charles Vaccarro, if he is a major player, he looks like he has not disclosed his relationship then to the NASDR.
