Did not follow Philip's development. Thanks.
What do they mean by "record"?
(1)Do they "record" the compressed MPEG stream before decode?
Or
(2) do they actually "encode" the decoded MPEG stream?
or
(3) They simply "save" the decoded, clear video onto storage medium.

I guess it must be (1) since it will be easier
and it is compact in size as compared with (3).

I do not know Philips has any encoding hardware to allow them to
"record" in real-time. That seems to belong to C-Cube, IBM
and SONY.
