Why did it change? When stores have sales and run out of that item, they often issue rain checks. But we aren't talking about store sales, we aren't talking about concerts, we are talking about grred.
Of course those who hover and click are upset, the system has now been made fair and the haves never like it when they have to share with the have nots.

No doubt about it, the old way wasn't fair for people on the west coast at work when E*trade accepted IOI's at 2:20 in the afternoon,

I work in Phoenix, AZ. How many IPOs did I have one of the earliest times on? As long as you have a computer on your desk you had an advantage working on the west coast as you had a faster connection than someone at home. This was especially true after publication of that auto-refresh site. I just placed it on an open part of my screen and had it refresh every 20 seconds.

I'd say the opposite...I can't say how many IOI windows I missed while commuting home on the east coast. At least on the west coast, you had a window where you were likely only to be in one place.
