Frank - thanks for the commentary. As always, you technically oriented posts are most appreciated. I know that these lengthy posts are not easy and consume time. Thanx again.

My little pea brain, however, is looking for the 30 word or less answer. I suspect that it lies within your post and that it has much to do with demonstrating to the regulators that BEL is in compliance and so they should be allowed into long distance. But if they were allowed into long distance, wouldn't they have to move quickly to obtain a nationwide fiber optic backbone in order to be competitive in that market? Perhaps LVLT?
