Nice catch Bill. I have been involved in preparing for congressional reports, though I didn't directly prepare the final report myself. I know how they rig the game to please the chairman of the comittee who called for the report. Among other thing, it is such a common place in my line of work to CHANGE the assumptions until we come-up with the numbers they want. For those who tell me that it is just a paranoid mentality to think that most Govt number are cooked I say this, "you don't know jack-sh*t about this. Shut-up!" -g-
