Does a ban on internet gambling violate the Americans with Disabilities Act?

"Internet gambling enhances the addictive nature of gambling because it is so easy to
do," said Senator Jon Kyl of Arizona, the chief sponsor of the bill. "You don't have to
travel, you can just log on to your computer."

This means that people who are housebound because of disabilities finally have the ability to gamble, which is denied them when gambling can only take place at physical locations. Is Senator Kyl discriminating against the disabled by trying to me gambling more difficult for them than for able bodied persons?
