You're right, it is confusing, but the WIT e-mail is still technically correct. Wit still uses a FCFS system, it's just that everyone who places their IOI within the specified time is considered to have placed it at the exact same time. Thereafter, it's FCFS.

Kind of lame, but technically accurate.
