It certainly is not a statement I've ever seen before. Nor have I seen that use of "validity" [or "Validity"], nor have I ever heard of a special counsel doing this: "...is being passed upon for the Company..." What does that bit of mumbo-jumbo mean? Who ever concocted this forgery didn't have much practice beforehand...nor did he or she check out what a real PPM looks like. PCM GO PABN!!!
