It's far easier for BLS to back Qwest's play to acquire US West and Frontier now, and merge with Qwest later, keeping the Qwest name, then to attempt to takeover these companies. Approval for one Baby Bell to acquire a long distance company or another Baby Bell could be far more difficult then a independent long distance company acquiring a Baby Bell and then merging with another Baby Bell.

The result is the same, but the regulatory approval is far simpler, less costly, and quicker. I think the braintrust of the companies involved have figured that out, and while they can't say it, it will happen.
