I think there should be a tax break for parents who send their kids to private school so they are not also having to support a public system they are not using.

Here I have to disagree. Universal free education is a basic qualifying characteristic of a civilized society, and its benefits are reaped by everybody, not only those whose children receive the education. The benefits would be greater if the system were better managed, but I do not buy the argument that the only way to improve public education is to privatize it.
