Actually, the hackneyed diplomacy in Rambouillet and the bombing:

- Drove the Serbs out of Kosovo.

accelerated the Serbs drive against the KLA and to drive out
Albanians from Kosovo.

- Prevented genocide in Kosovo.

accelerated the Serbs rounding up the KLA and KLA sympathizers.

- Demonstrated the ethical and moral nature of NATO.

the bombing of the military targets essentially failed, and
NATO resorted to primarily bombing civilian targets. The
turning point was the capitulation of Russian support. There
was no moral or ethical victory since the Rambouillet accord
was a sham and neither the Serbs or the KLA are moral victims.

- Showed to the world the horrors of ethnic cleansing.

Ethnic cleansing is primarily a media buzzword to try to stir
up public support which was never strong for this action.
It was a terrorist war between two terrorist factions.

- Showed to the world that military might could be used for good.

There was no good in this war.

- Provided food, water, shelter and medical care for hundreds of thousands.

Only after blundering in diplomacy and blundering in military
preparation even after being warned that mass deportations
would occur if NATO bombed. Why weren't military plans made
to intervene before the deportations and plans for facilities
for refugees when the staging for bombing begun?

- Stablized the Balkans by significantly damaging Serbia's war machine.
The Balkans will only be as stable as the external force
that is in place.

- Enabling the refugees to go back home.

After blundering in the staging for the bombing campaign.

- Helping to rebuild Kosovo.

After bombing due to blundering diplomacy.

PRINCETON, NJ -- Americans are giving Bill Clinton minimal credit for achieving the peaceful solution to the conflict in Kosovo, and are doubtful that the military action will serve to deter aggression in similar situations in the future. The U.S. public is also strongly skeptical about the possibility of peace in the region as long as Slobodan Milosevic remains in power.

Bill Clinton last Thursday night declared the result of the military action to be a victory for the United States, but only 40% of Americans interviewed in a new Gallup/CNN/USA Today poll conducted this weekend agree with him. These results vary by partisanship, but not as much as might be expected. Fifty-four percent of Democrats say that the situation represents a victory, while only 34% of Republicans and 33% of Independents agree.
