Interestingly, the second grade crack is not so far from the truth. The first rule is to make sure that what you write is clearly understandable by the anticipated audience (although you should not obviously talk down, which will insult them). The second rule is that it should be concise and organized so that the main points are not too hard to remember. The third rule is that it should be logically persuasive and/or buttressed by the citation of widely respected authorities. The fourth rule is that it should be pleasing to read, with elegance, euphony, vigor, and so forth. The fifth rule is that if there is a theme with emotional resonance, it ought to be developed in the course of the presentation. There are other possible guidelines, but the OIC never made the kind of presentation that I am talking about, and suffered for it. A lot of the problem is the compulsion to be thorough. One must sacrifice throroughness in such a rendition, in favor of elegance, intelligibility, and power...
