MP - My take is the obvious. Q is definitely considering sale of the handset business. They are deciding among two strategies:

1)Do they want to spread capital between expansion of the lower margin, highly competitive handset development/production AND the high margin asic development/production; or

2)Sell the handset division to Siemens for a pretty penny and focus on chips only. This seems like a higher return on capital investment.

Opting for 1) is much higher risk for invested capital than 2) because the handset business is much more competitive and uncertain. However, as Gregg "da Man" pointed out earlier, the reward potential is also high.

My guess? The handset division will be sold.

Either way the Q will do great.
