The only problem was the lack of foresight within the FCC that auctioned off PCS licenses in the 1.9GHz frequencies. So if the US was to follow the rest of the world you'd have to close down all the PCS operators.

Haven't you turned the argument on its' head? In the US it will not be necessary to alocate additional frequency for 3G whereas in the rest of the world guess what? Who is it that was in fact lacking in foresight?
