Vendit, I'm glad to see someone else here is in tune with the what would equate to kickback schemes going on with the facilities based telcos overseas. What you've stated about the disparity between the two models is absolutely true. Good reporting.

It leads one to wonder if the ISPs overseas, in their newly deregulated marketplaces, might even be looking to avoid the middleman (the PTT) altogether, and go for local exchange resale directly, themselves. This has occurred here in the states, even without the incentives being discussed wrt higher per minutes.

When European businesses, governments and regulators wake up to the potential of E-commerce and realize that the per minute telco charges for local calls are choking off immense revenue streams, the telco rate structure will change fast, if deregulation and telco competition doesn't do it first.
