No. Because no one has a "right" to a phone, to heat, to light, to food, to medical attention, etc. If a doctor decided to charge $1 million to remove splinters, that would be his/her right. It is the potential patient's right to choose him/her as their doctor or seek assistance elsewhere. Just because something exists (advanced medical technology/knowledge) does not give one a right to it, no matter how great the need.
