How can July 8 be the bottom of this cycle?

I have questioned this before.
Just simple counting from the week of 10/8/98 shows that this 9-month cycle surely could have bottomed on 5/26/99 (34th week). Observe that 36 weeks (9 months) would put the bottom in the 2nd week of June. With a standard deviation of +/- 2 weeks, it is very possible that 5/26/99 marked the bottom of the 9 month cycle.

Its the bottom of the cycle, or the end of the cycle on the basis of time.

The local low arriving near that timeframe should be the start of the rally into the next cycle.
