The 40% to 60% capable estimate was based on loops in their current state, before conditioning to remove coils, bridge taps, or shortened by use of NGDLC. Another constraint to getting these services deployed quickly is the lack of operating systems in the back office ready for DSL. These include provisioning, billing, repair, circuit records, you name it. It all needs upgrading to support DSL services and without them, the equipment in the field is just a box.
