It is a little too soon to break out the champagne, since there have still been attacks within the last year. I think that the rivalry among the PLO, Hamas, Hezbollah, the Muslim Brotherhood, and whatever other groups I may have neglected has driven the process. The PLO was losing support, and factional violence was accelerating. Yasser Arafat decided that he had to save his position, and maybe even his life, by proving that he could deliver. Israel is determined to keep as many immigrants from the former Soviet Union as possible, instead of losing them to the United States, but the continual state of war makes it impossible to expand economically enough to absorb them, and they are not as likely to tolerate the tension about terrorism. Therefore, there is a renewed urgency on the part of Israel to pacify the situation. This is the basis for the "peace process"...
