That is a different, and more complicated, argument. In the realm of public policy, reasonable surmise is allowed. Heck, it is practically a precondition, since if everything were firmly established, we would be able to have a true technocracy, instead of democratic debate...

Your debater claims that "public policy" isn't subject to the laws of science, reason, or statistics. Thank goodness that your debater has zero effect, as far as I can tell, on public policy.
