I think if a large institution wants to buy in blocks, they will be accomodated by the Market makers. Drop in institutional ownership is a natural consequence of the drop in price and sometimes forced liquidation driven by small-cap liquidation. 22% is a very good number to have (provided fundys are good enough to attract more) because there is lots of room for more: too much institutional ownership and you are set up for dramatic drops on the slightest of disappointments. For instance, Adaptec's fall from 40 to 14 was largely the result of an 80% institutional ownership running into troubled waters. SO if you're riding with the institutions you better be sure it is safety and quality.
OTOH too low of institutional ownership indicates lack of interest which probably is founded in some reality.

I am thinking on the same line. MSFT is lot of retail. After watching jnpr going to the moon, I am convinced, it is matter of time. My
opinion is based on Sector Investor's analysis and of course we need
more bandwidth.

I was very glad to see that positive vote from calpers. They had a large position in NOVL and it went from 7ish to $26. I sold @ 14 and have been sorry since. This time I'm hangin in to see what happens.

i did see a buy of 23k shares earlier... as always, the institutional buying will creep in after the stock is up 200% from the lows. so, we'll probably see it come in around 18, or so <G>.
oh, and by the way, i'd put my money on Wellington Management any day of the week.
