If you want to let so-called inner city kids "tag" the external tank, why not ones that are involved in such noble and worthy activities as tutoring other kids, cleaning up playgrounds, Neighborhood Watch, stuff like that? Kids who make straight "A"s. Start a contest - let kids write in and tell what they did to deserve the opportunity to tag the tank. Kids who called 911 and did CPR on their moms. Stuff like that. That would be cool, IMHO.
